The arrival of the expert occurs usually within 16 weeks at a minimum, as detailed in paragraph III of the Guidelines for the Technical Assistance. The timing depends on different approvals by the European Commission and the ACP Secretariat, as well as on the different steps needed to know more and refine the activities to be done, as to ensure their impact once the expert starts her work.
For this reason, if your request is approved by the ACP Secretariat and the EC, we launch a baseline assessment (see here an example) of the initial situation, which usually takes between 8 and 15 days. The Baseline Assessment helps in assessing if the expected results can be achieved with the resources available; the risks and opportunities, as well as it identifies the stakeholders to involve in the delivery of the services. It also maps the Non State Actors that are working in the country on that subject.
